The Energy End-use Efficiency and Energy Services Directive would require Member States to save at least an additional 1% of their final energy consumption each year for the following 9 years. The amendments adopted on 13 December 2005 by the European Parliament, and already agreed in principle with the Council, were to provide for common definitions and would require new certification schemes for energy service providers, better consumer information and improved metering and billing.
