On 11.12.00, the European Commission adopted a Communication to the Council and the European Parliament on the application of the precautionary principle and multiannual arrangements in the setting of Total Allowable Catches (TACs) and the rate of exploitation to be applied in the management of single species. TACs are at the core of the conservation of fish stocks under the Common Fisheries Policy. However, the process of setting annual TACs has long been judged as unsatisfactory, both in terms of protection of this important biological resource and of the economic impact on fish producers of the fluctuations which often occur from year to year. |
