At the Seventh International Energy Forum, Loyola de Palacio, European Commissioner responsible for transport and energy, called for the establishment of a continuing structured dialogue between producer and consumer countries, as proposed by the Biarritz European Council. The Vice-President outlined the five pillars which should serve as the foundation for this dialogue: guaranteed market stability and transparency, promotion of a regular flow of investment, the fight against global warming, strengthening of technological development and maintenance of the bilateral dialogue between producer countries and Member States of the European Union. Loyola de Palacio also proposed that this dialogue should be based on an ongoing monitoring process, so as to ensure that it was not limited merely to periodic meetings at ministerial level. |
