External Relations improved tenders search engine The DG for External Relations has launched an upgraded search engine to improve access to calls for tenders that fall within its remit. The Joint Service for the Management of Community Aid to Non-Member Countries (SCR) has a useful web site at http://europa.eu.int/comm/scr/index_en.htm/ which gives general information on completion of applications, press releases, relevant background documents, allowances, databases of consultancies and planned developments. The direct link to the tenders database itself is http://europa.eu.int/comm/scr/tender/index_en.htm/. One of the new features is a quick search facility which lists all tender opportunities and calls for proposals which have come out in the last ten days. Alternatively it is possible to select the programme of interest from a drop-down list in the frame on the left. There are six programmes covered at present including PHARE and TACIS amongst others, but not all projects fall neatly into these alternatives so there is a catch-all “other” category as well. Check the boxes to select from forecast, open or closed projects, and similarly for the type of project which covers services, works and supplies tenders as well as grants. It is also possible to limit the search to one or more regions or countries. The summary list of hits appears in the right-hand frame with hyperlinks to the full details. Closed projects are clearly marked in red. Although closed they may give still offer useful information, giving details not just about the relevant documents but also the resulting shortlist and the contract award notice, which can provide helpful feedback for future applications. Commission information on the web The on-going work on the reform of the Commission is reflected in the clearly organised new web page listing the Directorates General and Services at http://europa.eu.int/comm/dgs_en.htm/. Under the four main headings of general services, policies, external relations and internal services it is gives clear pointers to appropriate areas. Individual DGs are still developing their new sites, which for some involves more change than for others, so there is still a need on occasion to refer both to the old DG site and the one under construction.
