Free movement of services. The Commission has put forward proposals for two Directives on the free movement of services in the internal market. The first covers the right of businesses established in the EU to provide services in another Member State using non-Community staff who are lawfully established in the EU. The second proposal covers self-employed workers from non-Community countries who are lawfully established in the EU. The two proposals primarily provide for the introduction of an 'EC service provision card' which would be issued by the Member State where the Community business or self-employed person is established.
