The aim of this book is to explain how the European Community has become the European Union of today, from the laying of its first foundation in 1950. It tries to show how and why the powers, policies and institutions have developed through the subsequent half-century. Writing from a pro-federalist perspective the author, John Pinder, aims to show where the Union now stands between conventional international relations and a federal system, and how the dialetic of nation-state and integrative forces has brought it to this point.

The first four chapters provide a historical and institutional account of the development of the EC / EU. They are followed by chapters covering agricultural, industrial, social, environmental and monetary policies, the financing of the EU and external policies. There is a final concluding chapter promoting a federal future for the EU. The book will be of interest to the general reader as well as the student.
