to end the dispute over the Helms-Burton Act, which targets European firms with dealings in Cuba. If capitals accept a text drafted by EU ambassadors this week, the EU will suspend its World Trade Organisation complaint. But if any action was taken against EU firms or individuals under the Cuba act or a similar one aimed at Iran and Libya, the WTO panel would be restarted.
