But Denmark is resisting the plan and has threatened to veto the idea when foreign ministers meet on Monday (28 October). Copenhagen says the Danish constitution does not allow the government to give away its power over commercial or political retaliation against another country. The Danish veto would not affect the EU's decision to take Washington to arbitration at the World Trade Organisation.
