Date: 03/04/1997 To fail to turn up for crucial trade negotiations once may be considered unfortunate. To fail to turn up twice is downright careless. Perhaps the Russian steel delegation, which has cancelled both its scheduled trips to Commission headquarters in Brussels at very short notice, was unhappy about its prospects of a good result in an away fixture. If so, it has been rewarded: the EU negotiating team decided it was fed up with waiting to do the deal on home turf and agreed to go to Moscow. |
