protecting stocks and prosecuting offenders, according to a Commission report on the monitoring of the Common Fisheries Policy. The report said controls must be extended to cover restructuring, transport and marketing and that special attention should be paid to the North Sea and the Baltic. As fishery controls are the responsibility of member states, priority should be given to improving their coordination with the Commission.
