European Commission proposals for new fuel quality and vehicle emission standards remain blocked

while talks continue with the car and petroleum industries. The plans, a follow-up to the Auto-Oil Programme, have been delayed because of divisions between the two industries over who should do the most to reduce pollution from passenger cars. Proposals were supposed to be ready by the middle of 1995, but the target now is to prepare them for the next meeting of environment ministers in June.
