EU social affairs ministers have finally agreed the long-disputed directive covering the rights of workers

The directive guarantees posted workers the same employment rights as local employees from day one, but allows room for exemptions in special cases. It will not, however, cover the self-employed, merchant seamen or workers who cross borders without actually being posted.
