Equalise or economise? Tough choices had to be made when belt-tightening prompted EU ministers to slash the fourth equal opportunities programme from 60 million ecu to 30 million.

Social Affairs Commissioner Pádraig Flynn told his Commission colleagues that the original figure had to be reinstated and, after much haggling, a compromise of 50 million ecu was proposed.

Flynn, bound by his publicly stated equal opportunities commitments, voted against the figure.

But where were the other members of the Commission's equal opportunities group? Only Regional Affairs Commissioner Monika

Wulf-Mathies took the same line as Flynn, while the rest - economisers all - opted for budgetary discipline.

The message appeared to be 'yes to equality, but not at any price'.
