The European Commission has ordered the Spanish government to return the 535 million ecu fee it imposed

on the consortium AirTel for a licence to become the country's second mobile phone operator. The Commission found the fee to be discriminatory and illegal, since no equivalent charge was imposed on national operator Telefonica, which ran the only Spanish mobile phone network until October last year.
