Date: 11/04/1996 The EU has become a great vehicle for April Fool gags. Just blame Euro-legislation and any old joke takes on a certain credibility. Thus it was in the Belgian newspaper L'Avenir, which told its readers on 1 April to turn their watches back one hour. The reason given was that an EU conference over the weekend had decided to cancel summertime this year.
