Brown warns French on farms policy

Report of the General and External Relations Council, Brussels, 21 November 2005, and comments from the UK Chancellor of the Exchequer Gordon Brown warning France that it must agree to significant reform of the Common Agricultural Policy if there is to be any chance of reaching a deal on EU financing in December 2005.
