Following the rejection of the Constitutional Treaty in a popular referendum in France, 29 May 2005, Giuliano Amato, the former Italian Prime Minister and Vice-president of the convention that drew up the Constitution, pleaded for the most useful parts of the treaty to be 'transplanted' into the Treaty of Nice, which would continue to be the legal basis for EU decision-making.
