European Union Ministers have failed to approve a declaration that would have allowed membership talks with Turkey to begin on 3 October 2005. The text agreed by EU diplomats late on 19 September 2005 was withdrawn from the agenda of EU ministers meeting in Brussels on 20 September at the request of Cyprus which says Turkey must formally recognise Cyprus before joining the EU. |
