Report of a speech given on behalf of German Chancellor Gerhard Schröder (he was ill) in which he called for a high level review of NATO's role in the transatlantic relationship. Mr Schröder's proposal, delivered at the 41st Munich Conference on Security Policy, 11-13 February 2005, was not well received by US Defence Secretary Donald Rumsfeld and NATO Secretary-General Jaap de Hoop Scheffer.
