European Union agrees to start membership negotiations with Turkey, December 2004

At the European Council, Brussels, 16-17 December 2004 the heads of government of the EU Member States invited the European Commission to present to the Council a proposal for a framework for negotiations with Turkey for that country to join the European Union. It requested the Council to agree on that framework during 2005 with a view to opening negotiations with Turkey on 3 October 2005. These negotiations should be seen as an open-ended process, the outcome of which cannot be guaranteed beforehand.

Difficult negotiations went on throughout the European Council meeting between the EU and Turkey on the question of the recognition of Cyprus. A form of words has now been agreed to satisfy all sides for the time being. EU leaders agreed to open accession talks with Turkey after receiving assurances from Prime Minister Recep Tayyip Erdogan that Turkey will sign a protocol extending its 1963 Association Agreement to new members of the EU, including Greek Cyprus. Turkey insists that its signing of the protocol extending the 1963 Agreement does not mean recognition of the Greek Cypriot government.

Following the official start of accession negotiations in October 2005 a screening process, designed to check compatibility of Turkish laws with those of the EU, would immediately start. The screening could take up to a year, thus delaying substantive accession talks to the latter part of 2006.

Public opinion in a number of EU Member States remains divided on the issue of Turkish membership of the EU. Some EU Member States will hold a referendum on the issue.
