Following condemnation of Germany, Greece, Luxembourg, and the United Kingdom by the Court of Justice in October 2004, the European Commission on 16 March 2005 was launching further legal proceedings against these four Member States for failure to comply with the judgment of the Court and to communicate national measures for implementing the three directives of the 2001 rail infrastructure package. The aim of this legislation is to enable the opening of the market for international rail freight and to have more efficient and reliable cross-border operations. The Commission was set to continue to strive for a European level playing field in this area. |
