How human resource development can contribute to the European Neighbourhood Policy

This briefing note aims to outline the contribution that investment in human resources development can make in achieving the goals of the European Neighbourhood Policy (ENP). It is also intended to inform the forthcoming debate on the European Neighbourhood Partnership Instrument (ENPI) in the EU institutions and gives recommendations as to how the measures proposed in the draft instrument can be taken forward in order to ensure effective and sustainable reform and what contribution a specialised agency, such as the European Training Foundation (ETF), could make to this process. The paper was presented to the ETF seminar, 'What is good for us is good for our neighbours', which took place in Turin on 13 June 2005.
