Towards a European defence equipment market: The green paper on defence procurement

In September 2004, as part of an initiative on the creation of a European Defence Equipment Market (EDEM), the European Commission issued a Green Paper on Defence Procurement, proposing various options to improve transparency and openness of defence markets between EU Member States. Given the importance of the debate opened by the Green Paper, the EU Institute for Security Studies (EUISS) invited representatives of the Commission, the European Defence Agency, Member States, industry and academics to discuss the various options for action currently on the table. This discussion took place in Paris at the EUISS on 21 January 2005.
