In January 2004 the European Aeronautic Defence and Space company (EADS) was awarded a contract, following a battle with Boeing, to build a new fleet of in-air refuelling aircraft for the United Kingdom's Royal Air Force (RAF). However, the contract has still not been signed due to a dispute between EADS and the UK Ministry of Defence over who shoulders the risk if the aircraft fails to meet the RAF's needs, and who can fly the aircraft and where.
