‘Irregular’ EU budget helps UK resist big spenders

Article considers the European Court of Auditors annual report concerning the European Union's annual budget for the financial year 2003. Once again the report highlights errors and weaknesses in financial controls. The UK Chancellor Gordon Brown said that the European Commission should 'get its own house in order' instead of pushing for a 35% increase in EU spending in the next budget round.
