Addressing an EPC Breakfast Briefing on 31 August 2004, Dutch Minister for Economic Affairs, Laurens Jan Brinkhorst said that the Dutch EU Presidency was committed to closely examining the Competitiveness Council and ensuring its better management. The Presidency would focus on four issues in particular: the liberalisation of the services market, the mid-term review of the Lisbon Agenda, Better Regulation and the new EU chemicals policy, REACH.
