DTI set to win carbon emissions battle

Long-awaited plans on how much carbon dioxide UK businesses will be permitted to emit under European Union rules were set out by the government on 27 October 2004. The plans, drawn up ahead of the launch of the EU's carbon emissions trading scheme in January 2005, whereby companies can buy credits to emit more carbon, have sparked a battle between government departments.
