Following a trilateral summit in Berlin on 18 February 2004 between the leaders of France, Germany and the United Kingdom, a joint six-page letter was sent to the Irish Presidency of the European Union proposing, amongst other things, the appointment of a vice-president of the European Commission who could focus 'exclusively on economic reform'.
