On the 05 May 2004, The European Union was to tell a number of Latin and Central American governments that they are not ready to open negotiations with the EU over a free trade agreement.

They had planned to use the EU-Latin American summit in Guadalajara, Mexico, on the 28 May 2004 to call for a firm commitment and for talks to begin in January next year, Mentor Villagomez.
