The leaders of Britain, France and Germany are to hold a tripartite summit on 18 February 2004 to co-ordinate policy across a range of areas. Jack Straw, UK Foreign Secretary said it was 'logical' for the three Member States to work together to steer the European Union when it expands to 25 members on 1 May 2004. However, smaller Member States fear the EU is being dominated by the 'big three'.
