The European Council is scheduled to decide whether or not to begin negotiations with Turkey on EU membership at its meeting on December 16 and 17. Chancellor Gerhard Schröder is in favor of negotiations and reiterated this in a statement made after a meeting with Dutch European Council President Jan Peter Balkenende in which they discussed preparations for the summit being held at the end of this week |
