In the 14th General Report on its activities published September 2004, the European Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment (CPT) emphasises that there can be no exceptions to the prohibition of ill-treatment. States are under the obligation to take the measures needed to counter terrorist acts; however, “the fight against terrorism must never be allowed to degenerate into acts of torture or inhuman or degrading treatment”. |
