Proposed Constitutional Treaty: Outcome of the Irish Presidency and the subsidiarity early warning mechanism

This report makes available for the information of the UK House of Lords evidence taken after the Brussels European Council of 17-18 June 2004. Much of the evidence session focused on the proposed Constitutional Treaty as agreed at the Intergovernmental Conference (IGC) that met alongside the European Council. The Committee also heard evidence from the Ambassador of Ireland on the Irish Presidency of the EU, which took place from January to June 2004. In Appendix 1, the Report includes a Call for Evidence (issued in July 2004) regarding the proposed Subsidiarity Early Warning Mechanism, to which replies were required by 12 October 2004.
