Prodi warning on two-speed Europe

At a meeting in Dublin on 6 January 2004 to launch Ireland's Presidency of the European Union, Romano Prodi, President of the European Commission, said the EU should not wait beyond the end of 2004 for agreement on a new constitutional treaty.
