The European Year of Languages in 2001 highlighted the many ways of promoting language learning and linguistic diversity. The European Council recognised in March 2002 the need for the European Union (EU) and its Member States to act to improve language learning. EU leaders called for further action to improve the mastery of basic skills, in particular by teaching at least two foreign languages to all from a very early age. In December 2001, a resolution adopted by the European Parliament also called for measures to promote language learning and linguistic diversity. In February 2002, the Council of the European Union invited Member States to take concrete steps to promote linguistic diversity and language learning, and invited the European Commission to draw up proposals in these fields.

This Action Plan is the Commission's response to that request. It should be read in conjunction with the accompanying Staff Working Document, which sets out the Commission's philosophy and the context for the actions proposed. The Communication was adopted by the Commission on 24 July 2003.
