As the Campaign for Take-Off (CTO) came at the end of its implementation in December 2003, a consortium formed by EREC (European Renewable Energy Council), EUFORES (European Forum for Renewable Energy Sources), and INSULA (International Scientific Council for Island Development) was entrusted by the European Commission, Directorate General for Energy and Transport, with the impact assessment and the organisation of the CTO Closing Conference. This publication gives an overview of the main features and best performances achieved during the last five years (1999-2003), period of implementation of the Campaign for Take-Off (CTO). It further presents a general overview of key-success factors for renewable energy sources (RES) implementation, and showcases the most relevant initiatives of which one can draw crucial lessons.
