Following the failure at the European Council in Brussels on 12-13 December 2003 to agree a European Union Constitution, a 'two-speed Europe' may develop. French President Jacques Chirac said he hoped to see 'pioneer groups' of countries working together on closer European integration and co-operation. Some commentators believe the EU could have multiple core groups, each taking the lead on a different area e.g. security and defence; justice and home affairs.
