A decisive defence deal between Britain, France and Germany that sets the European Union on the path to sharpening its own military capability was agreed on the 11 December just prior to the European Council, Brussels, 12-13 December 2003. The deal was finally agreed after Mr Blair succeeded in reassuring President George W. Bush that the development of EU military capabilities would not undermine Nato.
