Poland claims that new voting rules contained in the draft European Constitution risk turning the European Union into a 'unipolar' club dominated by France and Germany. However, the comments, made by Poland's Foreign Minister Wlodzimierz Cimoszewicz reflect the anxiety of some other EU Member States and applicant countries about the power of an increasingly close relationship between Germany and France. Poland favours the complex voting system enshrined in the Treaty of Nice.
