Despite enormous difficulties and a serious shortage of skilled administrative staff, ten countries of central and eastern Europe are now on the home straight for membership. Article considers the European Commission's Comprehensive Monitoring Reports 2003, released on 5 November 2003 which monitor how all the candidate countries are preparing for accession.
