States look to Blair to take stand on EU defence

The leaders of France, Germany and the UK are to meet on 20 September 2003 in Berlin to discuss Iraq and European defence. Germany, France, Belgium and Luxembourg do not want any changes to the text on defence as it exists in the draft European constitution. The draft constitution contains plans for an inner core of countries that could determine the future of Europe's defence, but several Member States, led by the UK, are opposed to the idea.
