At the European Council in Thessaloniki on 20 June 2003, Britain, France and Germany gave their support to the European Union's first security doctrine. The doctrine, prepared by the EU's foreign policy chief, Javier Solana, reflects the need for a more powerful foreign policy capable of dealing with weapons of mass destruction and terrorism.
