Small states to oppose presidency plan

Preview of a meeting in Athens, 16 April 2003, at which Valéry Giscard d'Estaing, the man charged with drawing up a new European Union constitution, will discuss some of the ideas emerging from the Convention on the Future of Europe with the Member States and applicant nations. The article says he will face a pre-emptive strike from small member states, which fear he is about to foist his own ideas on them, particularly the idea of creating a powerful new EU President.
