In a pamphlet published in February 2003 by the Foreign Policy Centre, Lord Radice, Chairman of the (UK) House of Lords European Sub-Committee, said that the UK Prime Minister, Tony Blair, should take personal charge of deciding whether or not Britain should join the single currency. The decision should not be left to the Chancellor, Gordon Brown, and the Treasury alone.
