At the end of the emergency European Council Summit in Brussels on 17 February 2003, Jacques Chirac criticised leaders of the thirteen candidate countries for signing a letter of support for the US over the Iraqi crisis. Within hours the UK Prime Minister, Tony Blair, had written a letter to the 13 countries praising their show of solidarity with the US. Mr Blair's actions have reopened the divide between what the US Defence Secretary Donald Rumsfeld described as the Atlanticist 'new Europe' and the 'old Europe' of France and Germany.
