Russia pulls away from Kyoto pact

Russia says it will not ratify in its present form the Kyoto Protocol designed to mitigate global warming. Announcement made during the Ninth session of the Conference of the Parties (COP 9) to the UN Climate Change Convention, Milan, 1-12 December 2003.
