Commission publishes action plan for achieving 3% objective

Philippe Busquin, the European Commissioner for Research, presented a new action plan on 29 April 2003 which contains a number of measures aimed at helping the European Union meet its target of increasing average research investment levels in the EU from 1.9% to 3% by 2010.
