Article abstract: This article analyses the extent to which joint research and development (R&D) and technology transfer programmes between the EU's southern Mediterranean partner countries (SMPCs), and between SMPCs and the EU, can contribute to regional economic co-operation and other economic activities that lead to more competitiveness, employment and economic growth in the SMPCs. After a short review on the effects of joint international R&D activities, it takes stock of joint R&D and technology transfer programmes involving EU actors. Obstacles to the transferability of EU experience to the southern Mediterranean are discussed. The major purpose of the study is to identify 'good practice' within joint (international) R&D and technology transfer programmes. This serves as a basis for proposed policy measures for governments of the SMPCs and the EU to support regional co-operation in R&D and technology transfer among the SMPCs. Finally, the article outlines the preconditions deemed necessary in order to utilise the European experience successfully, so that competitiveness, trade and investment may be stimulated in the region. |
