Modalities phase: first draft

Under the programme adopted by the Special Session of the WTO Committee on Agriculture on 26 March 2002, the Chairman is required to prepare the first draft of modalities for further commitments for circulation in advance of the Special Session to be held on 24-28 February 2003. In accordance with this requirement, the Chairman, Stuart Harbinson, submits herewith this first draft on his own responsibility.
