Romano Prodi, President of the European Commission, has requested changes to the Commission's proposed investment services directive - the centrepiece of plans to harmonise European Union financial rules by 2005. Mr Prodi wants relaxation of a rule in the directive that would allow banks to compete with stock exchanges by trading directly with investors.
